Califoria employees orderd not to open packages

The Govenor of California, Gray Davis, has sent a message to all state agencies ordering them not to open any mail or packages. The following is from an email sent to state employees:

As a precautionary measure related to current events, the Office of the Governor has issued the following message - "Effective immediately, all State Agencies and Departments are to cease all mail-opening operations until further notice."

MAIL (sic) is defined as US mail, packages, Fed Ex, courier services, inter-Agency - anything that comes into the office which requires opening.
